Dear Xu,
Thank you for your email. We sincerely apologize for the delayed response.
We certainly understand the situation in Hangzhou, and indeed the rest of China. We have launched some large campaigns in the past to address these issues. Please see here for more information on what we have done:

Animals Asia is an international animal protection organization that works on this issue in China . They have several programs that aim to enhance the status of dogs and cats, such as their Dr. Dog program. You can learn more about their work in China on their website:
http://www.animalsasia.org
In the last two years, HSI’s work in Asia has grown and we are making efforts to address the serious animal welfare issues that exist in China .
We will be co-hosting a small animal welfare conference in southern China in November 2007 to address all concerns of animal welfare in China . In attendance will be vets, animal protectionists and government officials. We hope to make this an ongoing dialogue between all parties regarding the raising of animal welfare standards in China and the creation of animal welfare laws.
Animal welfare is on its way in China but it will be a gradual improvement. The best way we see to improve the lives of animals in Asia and reduce the suffering of animals is to help create local groups and federations of groups to take on this issue in their own country.
We have already noticed a change in China's youth and now, with new animal welfare organizations popping up throughout the region , we see much promise ahead for animals. It will continue to be a challenge but we will actively pursue projects to end the suffering of all animals in China.
Thank you for your concern for the animals, Xu, and for providing us with this information regarding the situation in Hangzhou. If you can continue to provide us with updates, We would appreciate it.
Kindest regards,
Carly Ikuma
